History & License

PIC GUAM USA — Institutional History & Government Authorization. Pacific InterContinental College — Guam, legally operating under Pacific Yale University, was originally established in 2002 in the Territory of Guam, USA, as a post‑secondary educational cooperation.


In 2003, under the regulations then in effect, institutions seeking to operate post‑secondary programs in Guam were required to obtain endorsements from recognized education bodies, including the Guam Community College (GCC), the University of Guam (UOG), and the relevant divisions of the Guam Department of Education. PIC GUAM successfully completed all requirements and received authorization to operate as a post‑secondary higher education institution.


In 2013, PIC GUAM obtained an additional certification from the Council of Post‑Secondary Institution Certification (CPSIC), authorizing the institution to deliver post‑secondary programs through web‑based and distance education modalities.


For more than two decades, PIC GUAM has continuously worked to strengthen its academic foundation, expand institutional capacity, and develop distance education systems that support student learning. The institution has served both local and international learners with a commitment to accessibility, innovation, and integrity.

Admission criteria include a completed application form, a certified true copy of your Transcript of Records, a Certificate of Good Moral Character, a recent 2x2 picture. Depending on the program, additional documents such as a resume, college diploma, passpord or recommendation letters may be required.

- Master of Arts in Education (MAEd) costs around $150.00 (selection fee), $250 (entrance fee), $2500 (tuition fee), $3000 (transfer student tuition fee).

Pacific InterContinental College - USA (PIC-USA) requires all students to have reliable access to the technology necessary to fully participate in online coursework delivered through the institution's Learning Management System (LMS). PIC-USA primarily utilizes google classroom as its official LMS for course content delivery, assessments, instructor-student interaction, and academic progress tracking. Some programs of courses may also integrate to support collaborative activities, submissions, communication, and supplemental learning materials.

To ensure successful participation, students must have regular access to a desktop or laptop computer capable of running updated web browsers, a stable internet connection sufficient for streaming video lectures and accessing multimedia materials, and basic productivity tools such as a word processor. PDF reader, and presentation software. Students are responsible for maintaining their technology in good working order and for ensuring that their devices meet minimum specifications required for Google Classroom platforms used by PIC-USA. Technical support is available to assist students with platform navigation and access issues, but students are expected to proactively manage their own hardware, software, and connectivity to meet course requirements.

Students are charged 25% of the total tuition when they withdraw within the first two weeks of classes. This increases to 50% if they withdraw during the second week, and the full tuition fee is charged if withdrawal occurs after the second week.

1.1 General Refund Principles

Official Withdrawal Requirement Refunds are determined based on the date the student submits an official withdrawal or course drop request through the Registrar/Student Service. Not attending class does not count as withdrawal.

1.2 Refunds Apply to Tuition Only

Unless otherwise stated, refunds apply to tuition charges only. Mandatory fees are non-refundable.

1.3 Financial Aid or Sponsored Students

If a student receives federal, state, or third-party aid, PIC USA follows applicable Returns of Funds regulations. Refunds may be credited first to the aid provider.

1.4 Processing Timeline

Refunds are processed within 30 - 45 days after the official withdrawal date.

1.5 Short or Accelerated Terms

Short session or 8 - week courses follow a proportional refund schedule due to their compressed format.

The Graduate School shall accept a minimum of twelve (12) units for courses taken in other schools. Transfer credits shall be given only for courses that are equivalent to those required by PIC - GS for the degree program to which the transferee wishes to be admitted. Transfer credits can be given only once, upon admission to PIC - GS.
