Pacific Intercontinental College–USA (PIC–USA) requires all students to have reliable access to the technology necessary to fully participate in online coursework delivered through the institution’s Learning Management System (LMS). PIC–USA primarily utilizes Google Classroom as its official LMS for course content delivery, assessments, instructor–student interaction, and academic progress tracking. Some programs or courses may also integrate Google Classroom to support collaborative activities, submissions, communication, and supplemental learning materials.


To ensure successful participation, students must have regular access to a desktop or laptop computer capable of running updated web browsers, a stable internet connection sufficient for streaming video lectures and accessing multimedia materials, and basic productivity tools such as a word processor, PDF reader, and presentation software. Students are responsible for maintaining their technology in good working order and for ensuring that their devices meet minimum specifications required for Google Classroom and other online instructional platforms used by PIC–USA. Technical support is available to assist students with platform navigation and access issues, but students are expected to proactively manage their own hardware, software, and connectivity to meet course requirements.

Drop / Cancellation / Withdrawal Policy

Drop for Non-Payment for Post-Graduate Students

Post-graduate students may be dropped from their classes if they have not paid their current College tuition fees and any outstanding balance due by the last term deadline. If a graduate student’s classes are dropped for non-payment, all tuition and fees for that term will be removed from the student’s account.


Post-graduate students who are dropped for non-payment remain eligible to register for classes. However, there is no guarantee that students who were dropped for non-payment will be able to register for the same classes that were dropped for non-payment. Post-graduate students who re-register after being dropped for non-payment, or who register for the first time after the registration freeze, will be assessed tuition and fees and the late registration fee. Failure to pay tuition and fees, the late registration fee, and any outstanding balance due will result in the student’s administrative withdrawal from the College. If payment is not received by the date of the deadline, post-graduate students will be administratively withdrawn and will remain financially liable for tuition and fees for the first two (2) weeks of instruction as per the Schedule of Refunds.


Students who no longer wish to remain enrolled in classes for the term must complete a Drop/Cancellation/Withdrawal form. They should not use or expect the drop for non-payment process to remove them from their classes or to relinquish them from their financial responsibilities and obligations for the term.


Students are charged 25% of the total tuition if they withdraw within the first two weeks of classes. This increases to 50% if they withdraw during the second week, and the full tuition fee is charged if withdrawal occurs after the second week.

Refund Policy

Section 1: Purpose of the Policy

Pacific Intercontinental College (PIC USA) establishes this Refund Policy to clearly communicate how tuition and fee refunds are administered when students drop a course or withdraw from the College. The policy aligns with common higher education practices and supports transparency, accountability, and student protection.

1.1 General Refund Principles

Official withdrawal is required. Refunds are determined based on the date the student submits an official withdrawal or course drop request through the Registrar/Student Services. Not attending class does not count as withdrawal.

1.2 Refunds Apply to Tuition Only

Unless otherwise stated, refunds apply only to tuition charges. Mandatory fees are non-refundable.

1.3 Financial Aid or Sponsored Students

If a student receives federal, state, or third-party aid, PIC USA follows applicable Return of Funds regulations. Refunds may be credited first to the aid provider.

1.4 Processing Timeline

Refunds are typically processed within 30–45 days after the official withdrawal date.

1.5 Short or Accelerated Terms

Short sessions or 8-week courses follow a proportional refund schedule due to their compressed format.

Add/Drop Period

  • Students may add or drop courses during the first 7 days of the term.
  • Courses dropped during this period do not appear on the transcript.
  • Tuition for dropped courses is refunded 100%.
  • Mandatory fees remain non-refundable.

Non-Refundable Fees

The following fees are non-refundable once charged:

  • Application Fee
  • Technology Fee
  • Registration Fee
  • Transcript Evaluation Fee
  • Learning Management System Access Fee
  • Installment Plan Fees
  • Credit-by-Exam Fees

Special Circumstances Refund (Petition Required)

Students may submit a petition for a partial refund after standard deadlines if withdrawal is due to:

  • Medical emergency
  • Military activation
  • Death in immediate family
  • Natural disasters or major life disruptions
  • Visa denial (for international students)

Approval is case-by-case and documentation is required.

Types of Withdrawal

  • Course Drop – During Add/Drop period; follows the 100% tuition refund rule.
  • Complete Withdrawal – Leaving all courses after the term begins; follows the refund schedule.
  • Partial Withdrawal – Refund applied to dropped courses based on applicable schedule.

Student Responsibilities

Students are responsible for:

  • Knowing key deadlines and academic calendars.
  • Initiating official withdrawals.
  • Understanding how refunds interact with financial aid or sponsorship.
  • Monitoring their student account balances.
